In Defence of Nuclear Arsenal.

 BRITAIN must not abandon its independent nuclear deterrent in the face of the current financial and economic crisis, Defence Secretary John Hutton, pictured, warned yesterday.Ministers have faced calls to scrap the £20 billion update of the Trident nuclear deterrent after Chancellor Alistair Darling revealed the dire state of the public finances in the Budget.

But in a speech to the Institute for Public Policy Research

 

, Mr Hutton, the MP for Barrow where nuclear submarines are built, said the deterrent was likely to be "vital" to national security for decades, and it would be "reckless" to get rid of it now. "The tough economic climate and the threat from international terrorism is leading some to say that Britain can no longer afford, or need, the protection provided by the nuclear deterrent that my generation enjoyed. That view is fundamentally misconceived," he said.
"If history has taught us anything, it is that economic turbulence is often followed by other changes: new balances of power; new tensions; new risks and threats – ones that can quickly lead to instability and the potential for state-based conflict.

"It is a bold person who believes the UK will face a threat to its territorial integrity from another state in the next 50 years. But it's a reckless one who rules it out. And I am not prepared to be reckless with our nation's security."
As expected, Mr Hutton signalled a strengthening of the special forces – the SAS and SBS – as part of a "rebalancing" of the armed forces to deal with sort of threat they were facing from al-Qaeda and the Taleban in Afghanistan. "We need to decide the best balance for our armed forces over the next decade.
This could include greater investment in battle-winning capabilities, like our special forces, which can help to disrupt networks of terror that threaten our security.

Design Council admits 2009 will be a tough year for Innovation.

The Design Council has warned companies to think twice before slashing spending on design-led innovation but has acknowledged that the industry will face a tough time in the coming year.

As reported in The Times online, Its annual report on business use and attitude to design found a steady increase in the percentage of firms that saw design as “integral” to their operations. A majority now link investment in design with profitability.

But the study of 1,500 businesses also showed that many firms (32pc) remained unconvinced that design was important, with most associating the discipline with their marketing of new products and services and their online efforts.

“Design is clearly seen as far more effective in contributing to the development of new products and services than in helping reduce costs,” the report stated.

David Godber, deputy chief executive of the council and former head of design for Nissan in Europe, said that while firms had to focus on the short term pressures on their business they also had to think about their future.

“If in a downturn the immediate cost cutting is the only thing you do, you could be suffering from death by 1,000 cuts,” he said. Firms that continued to invest in innovative products and processes would be better placed than their rivals when the economy recovers, he added. “Those that use design will be a little further ahead of the curve,” he said.

Design agencies remain exposed to the health of corporate marketing and communication budgets, with 61pc of firms saying they used design in this area.

Of the third of firms that calculated their return on investment, most measured it over a six month to two year period. A quarter of the companies said they achieved the return they wanted in six months, but three quarters took two years, the report stated.

Rail Improvements Create New Civil Engineering Jobs.

A number of civil engineering jobs have been created on projects to improve the UK's railway infrastructure, it has been revealed.

Transport minister Andrew Adonis announced today (December 9th) that the improvements will allow 20,000 extra trains to operate on the network each day when a new timetable comes into force on December 14th.

Commenting on the increased frequency, Mr Adonis said that the Department for Transport would use the rail franchising system to maximise the number and quality of trains.

"The popularity of rail travel has grown massively in recent years and it's vital we keep up with this demand," he said.

"This new timetable will see many more trains running every day, many of them originally specified by the government and now being introduced by franchised train operators."

Just under 700 extra trains will run on the UK's railways each day, which represents a 3.4 per cent increase across England on weekdays.

Secretary of state for transport Geoff Hoon recently announced a new scheme to create an improved freight route through the centre of London.
